County developmental disabilities association announces Stephen Tucker as its next Chief Financial Officer

COLUMBUS – The Ohio Association of County Boards of Developmental Disabilities (OACB) announced Wednesday that Stephen Tucker has been appointed as its next Chief Financial Officer (CFO). Tucker, currently Vice President at Luther Home of Mercy in Williston, replaces current CFO Rick Black, who retires at the end of the year after serving Ohio’s developmental disability service delivery system for more than four decades. Tucker begins his new role on January 17. 

“We are thrilled to have found someone with the breadth and depth of experience in Ohio’s DD service delivery system that Steve brings to the table,” said Adam Herman, the association’s CEO. “County boards and their provider partners operate in a complex, multi-layered, and interwoven funding environment,” he continued. “A former county board superintendent and business manager, Steve not only understands the funding structures of our system but also has many meaningful relationships that will allow him to be successful from day one. We can’t wait to welcome him to our team in January.” 

Tucker joins OACB from Luther Home of Mercy, a private, faith-based DD service provider agency in northwest Ohio, where he has served as Vice President since February 2022. Before joining Luther Home, Tucker served in various leadership roles at county boards for roughly two decades. 

In 2017, he was appointed as Superintendent of the Henry County Board of DD, where he led a team supporting approximately 400 people with developmental disabilities over a five-year period. Prior to becoming Superintendent, Tucker served as Director of Business Operations at the Geauga County Board of DD for six years and Assistant Director of Business Operations/Medicaid Manager at the Lorain County Board of DD for nine years. 

“Steve’s experience working for three very different county boards will prove invaluable in the months and years ahead,” Herman said. “It is well-established that Ohio’s DD service delivery system faces many challenges. Our leaders need a strong advocate supporting them as they work to ensure a bright and sustainable future for DD services in our state. I am confident that Steve is the right person for the job.” 

An Elyria native, Tucker received his Master of Public Administration (MPA) from Cleveland State University and received his Bachelor’s degree in accounting from the University of Akron. A certified public accountant (CPA), he also holds a superintendent’s certificate from the Ohio Department of Developmental Disabilities. He currently lives in Liberty Center.
