COLUMBUS – The Ohio Association of County Boards of Developmental Disabilities (OACB) announced Tuesday that Monica Juenger has been appointed as its next Chief Policy Officer. Juenger, currently Director of Government Contracts at Molina Healthcare of Ohio and former Director of Stakeholder Relations for the Governor’s Office of Health Transformation, replaces OACB’s longtime policy chief Lori Stanfa, who retires in December after working in Ohio’s developmental disability service delivery system for more than four decades. Juenger begins her new role on October 31.
“As a leader who has helped guide and influence major aspects of Ohio’s health policy and Medicaid funding structures over the past 20 years, Monica is perfectly suited to lead county boards’ executive advocacy efforts as state officials prepare to overhaul our system’s funding, billing, and payment structures over the next two years,” said Adam Herman, the association’s chief executive officer. Juenger joins OACB from Molina Healthcare of Ohio, where she has served as Director of Government Contracts since April of 2019. At Molina, she is responsible for the administration of healthcare contracts for Medicaid, MyCare Ohio, Marketplace and other programs that support low-income populations with access to coverage for health care services.
Prior to joining Molina, Juenger served for eight years as Director of Stakeholder Relations in the Governor’s Office of Health Transformation (OHT) under former Governor John Kasich. In this role, she oversaw the federal State Innovation Model grant supporting Ohio’s payment reform efforts including the design and implementation of the state’s value-based initiatives, encompassing 11 health plans, more than 15,000 health care providers, and approximately $60 billion in annual health care spending.
“Monica’s unique experience in the Medicaid policy arena from both public and private perspectives will be incredibly valuable as we begin to address several high-profile challenges facing Ohio’s DD service delivery system,” Herman continued. “County boards maintain a highly-specialized network of critical supports for nearly 100,000 people with developmental disabilities and their families across the state, making it essential that they have an effective advocate in Columbus. We are grateful that Monica will be joining our team and can’t wait to put her talents to immediate use in the months and years ahead.”
A Findlay native, Juenger is a graduate of Xavier University in Cincinnati. She currently lives in Columbus with her husband and children. ![]()
