Wood Lane board sells 2 of its group homes

Slowly, the Wood County Board of Developmental Disabilities is getting out of the housing business.

At Monday’s meeting, the board approved the sale of two group homes to Wood Lane Residential Services. Despite the Wood Lane name, Residential Services is an independent entity that serves people in their own homes or apartments, as well as those who live in homes owned by either the Wood County Board of Developmental Disabilities or the Wood Lane Properties Board.

The two homes — Daisy Walters at 219 Baldwin Ave. and Orville Meach at 819 Parker St. — both sold for the fair market value of $145,000 and $185,000, respectively.

It’s good that Residential Services purchased the home, because residents will not be displaced, board President Ed Metzger said.

A third home, the Hadley Home at 316 N. Church St., has a market value of $150,000 but because of its three-story set up and need for work, Residential Services has no interest, Superintendent Melanie Stretchbery said.

The sales go along with the general theme that the board should not be in the direct-service business, Stretchbery had said earlier this year.

Individuals who live in these homes pay for their room and board, with all services paid by Medicaid. The county board will continue to pay for services.

The board also will transfer the licenses to Residential Services to operate the homes.

The board also transferred the licenses of five homes owned from the Wood Lane Properties Board to Residential Services.

The properties board is a local housing authority established to provide housing for individuals with developmental disabilities, Stretchbery explained.

“Insomuch that housing authorities were never intended to own group homes, the board is advised that Wood Lane Properties Board transfer ownership of its non-ICF/IDD (intermediate care facilities for individuals with an intellectual disability) group homes to Wood Lane Residential Services,” Stretchbery said Monday.

Four-bed homes whose licenses were transferred include Sipes at 245 Biddle St., Whittaker at 225 Baldwin Ave., Bomeli at 2301 E. Wooster St., Dave Miller at 318 Hillcrest Drive, and Williams at 314 Knollwood Drive.

The board will keep its six other homes, where room, board and services are paid for by Medicaid.
