OACB comments on new Medicaid Managed Care rule to clarify processes, protect and enhance role of county board SSAs in case management

Effective January 17, 2015, people with developmental disabilities who receive services funded by a Medicaid waiver now have the ability to “opt in” to a Medicaid managed care plan for the purpose of coordinating their health care needs.

While OACB supports policies that would improve health outcomes for people with developmental disabilities, including care management such as Medicaid managed care, it is important to note that the population of people with developmental disabilities is unlike any other Medicaid managed care population due to its reliance on extensive support structures for daily living. As such, OACB believes special attention must be given to this population so that they have options to determine the best fit for their individual situations.

Additionally, because OACB believes that the role of the county board service and support administrator (SSA) as case manager is the backbone of Ohio’s DD service delivery system, OACB is actively monitoring the adoption and implementation of this case management model to ensure the role of county board SSAs is protected and enhanced by the state’s adoption of Medicaid managed care models.

Comments on the most recent proposed changes to administrative rules governing the enrollment, disenrollment, eligibility, and other aspects of Ohio’s Medicaid managed care plans to clarify the options available to people with developmental disabilities were submitted last week on behalf of county boards of DD.  To download these comments, click here.

OACB is currently assembling a work plan to address various issues related to Medicaid managed care as they pertain to county boards of DD. This work plan, which will include potential ways for members to offer feedback, will be shared in an upcoming issue of PolicyBrief when complete.
