Monica Juenger

Chief Policy Officer

Monica Juenger serves as Chief Policy Officer at OACB, where she leads the association’s policy agenda. In this role, she works closely with county board staff and subject matter experts to develop, analyze, and advocate for policies that impact Ohio’s developmental disabilities system.

A respected leader who has helped shape major aspects of Ohio’s health policy and Medicaid funding structure for more than 20 years, Monica joined OACB in October 2022 from Molina Healthcare of Ohio, where she served as Director of Government Contracts. Before that, she spent eight years as Director of Stakeholder Relations in the Ohio Office of Health Transformation under former Gov. John Kasich. In that role, she oversaw the design and implementation of the state’s value-based initiatives, working with 11 health plans and more than 15,000 health care providers and helping manage approximately $60 billion in annual health care spending.

Monica is motivated by the mission-driven nature of the work and the belief that systems can and should continually improve to better meet people’s needs. Outside of work, she describes herself as a recovering “tidsoptimist, someone who is a bit too optimistic about how much can fit into a day.
