EDP 2022 Vaccination FAQ
Effective December 21, 2022, COVID-19 vaccination is now required for all program participants.
Below is the text of an email explaining this late-developing change in this year's program that was distributed to all participants on December 21, 2022. Dear Class of 2022 Participants:
Over the past few weeks, OACB has been monitoring the most recent evolution of the COVID-19 pandemic in order to ensure appropriate health and safety precautions are in place for January's opening sessions.
Given the highly interactive nature of the program (group exercises, indoor dining, sharing of materials such as markers, handouts, etc.), we knew that an increased level of vigilance would be required in all circumstances. However, we were also confident that our participants would willingly exercise a greater degree of caution and accept a reasonably manageable level of risk in exchange for the significant value offered by an in-person program.
As of yesterday (December 20), we have concluded that—given the extremely high transmission rate of the Delta and Omicron variants in Ohio and across the globe, combined with the high probability of an explosion of new cases following this week’s holiday celebrations—there is no way for OACB to host an in-person event of this size (nearly 100 people at present) without ensuring that participants have taken all possible precautions to prevent the spread of COVID-19.
For this reason, effective today, OACB has implemented a vaccination requirement for the Executive Development Program Class of 2022. This means that—beginning with our January session—all participants must provide proof of vaccination in order to attend classes at the Columbus Airport Marriott.
For those who are not yet vaccinated but are either (1) in the process of receiving their vaccination, or (2) were already planning to be vaccinated but have not yet scheduled an appointment, a negative PCR COVID-19 test dated no earlier than January 8 must be provided in order to be admitted to the program for January’s sessions only. Please note that—after the January sessions have concluded—all members of the Class of 2022 must be vaccinated in order to continue their participation in the program. No virtual participation offer will be made available.
This vaccination requirement is not one that we implement lightly. Our goal in returning to an in-person format is and has always been to provide the best possible experience for participants. We appreciate that all of you have made a significant commitment of time and resources (16 full days, plus outside group work and travel time) to this endeavor. Unfortunately, we no longer believe we can provide a healthy, safe, quality experience without this additional layer of protection for our participants. We appreciate your understanding in this regard.
Refunds will be processed if necessary
Because the circumstances that prompted OACB to implement a vaccine requirement came into existence so late in the registration process, we are honoring full refunds for those who—for any reason—cannot participate with a vaccination requirement in place.
County boards that have already paid for their staff member to participate can either substitute another staff member in the original participant’s place or request a refund. County boards that have not yet been billed for their participant(s) and do not have a substitute participant identified will not be billed.
The deadline for registration cancellation and/or refunds is December 31, 2021.

Frequently Asked Questions (FAQ)
1. For those EDP participants who are vaccinated with both doses of an mRNA vaccine (i.e., Pfizer/Moderna) or a single dose of the J&J/Janssen vaccine, is it a requirement to have received a "booster" or third dose to be considered vaccinated?
No. While OACB strongly encourages all participants to receive "booster" or third doses of mRNA (or an mRNA dose on top of the J&J/Janssen vaccine), a "booster"/third dose is not required to be considered vaccinated for this year's program.
2. How do I provide proof of vaccination for participation in EDP?
Participants must show a physical or photographic copy of their CDC vaccination card upon check-in on January 10 along with a photo ID to be admitted to the program. For those participants who not yet fully vaccinated on January 10, in addition to a negative PCR test dated no earlier than January 8, 2022, they must provide physical or photographic copy of their CDC vaccination card upon check-in to the second unit on February 7 (along with a photo ID) in order to be permitted to continue with the program.
